Telangana Budget 2025–26 Criticized by BRS MLC
Hyderabad: At a round table meeting organized by the Telangana Adhyayana Samacharana Kendram (TASK), Bharat Rashtra Samithi MLC Dasoju Sravan Kumar presented a detailed critique of the Telangana Budget 2025–26, describing it as a reflection of “numerical illusions” and governance failures.
He emphasized that budget evaluation must go beyond allocations and revised estimates. Instead, he stated that a comprehensive analysis should include the Governor’s address, Finance Minister’s speech, Socio-Economic Survey reports, and CAG findings, with a focus on actual expenditure.
Telangana Budget 2025–26 reveals revenue deficit, debt burden, and spending gaps
According to the analysis, Telangana transitioned from a revenue surplus of ₹779 crore when Revanth Reddy assumed office to a deficit of ₹9,420 crore within two years. The shift was described as a major indicator of fiscal stress.
Further, citing CAG data, the MLC stated that the government relied heavily on borrowing, approaching the RBI on 363 out of 365 days during 2024–25. Total borrowings stood at ₹3,47,000 crore, while actual repayments under FRBM norms were ₹1,67,000 crore.
Sector-wise spending also came under scrutiny. Housing expenditure stood at ₹413 crore against an allocation of ₹7,903 crore, while welfare spending for SC/ST/OBC communities and minorities remained significantly below allocations. Agriculture and urban development sectors also recorded utilization levels below 50%.
The analysis highlighted a shortfall in central grants, noting that against a target of ₹21,000 crore, the state received less than ₹7,000 crore despite references to ties with Prime Minister Narendra Modi.
Additionally, concerns were raised about unfulfilled promises to farmers, unemployed youth, pensioners, women, and minorities. The report also flagged low allocations to education and health, as well as alleged inconsistencies in revenue data.
The meeting, chaired by Prof. Erroju Srinivas, was attended by several academicians and public representatives.
