Congress predicts victory in Jubilee Hills bypoll amid welfare scheme claims
Hyderabad: Irrigation and Civil Supplies Minister Capt. N. Uttam Kumar Reddy on Thursday declared that Congress would secure victory in the Jubilee Hills Assembly by-election, asserting that both public and internal surveys indicated a clear mandate for the party.
Reddy made these statements during a door-to-door campaign in Krishna Nagar, Yusufguda division. He was accompanied by Transport and BC Welfare Minister Ponnam Prabhakar and other party leaders. The minister described Congress candidate Naveen Yadav’s victory as certain, pointing to visible public support and favourable polling trends in the constituency.
He launched sharp criticism against the previous BRS administration, alleging systematic neglect of poor residents for a decade. Reddy said the BRS government failed to sanction even one white ration card for poor families in Jubilee Hills during its rule, calling it clear evidence of indifference toward marginalised communities.
Reddy highlighted the Congress government’s achievements over the past 20 months. He said white ration card coverage across Telangana increased from 89 lakh to over 1.15 crore families. In Jubilee Hills alone, the government approved 40,000 new cards, directly supporting disadvantaged households.

Jubilee Hills bypoll campaign focuses on rice distribution program
Reddy said the Congress administration set a national precedent by launching a large-scale fine rice distribution programme for underprivileged families. The initiative benefited 3.15 crore people across Telangana, targeting SC, ST, BC, and minority communities previously excluded under the former regime.
He said nearly 85% of people from disadvantaged groups now receive fine rice through the public distribution system. This programme, he noted, strengthened public trust in the government’s commitment to welfare.
Reddy also promoted key welfare schemes under the Congress government, including the Mahalakshmi scheme, which provides free bus travel for women, and the Gruha Jyothi scheme, which gives 200 units of free electricity each month to poor families. “These programmes offer real relief to thousands struggling with rising costs,” he said.
He accused opposition parties, especially the BRS and BJP, of spreading false information about Congress governance. “It’s ironic that parties which ignored the poor for years now criticise a government delivering welfare,” he said. Reddy credited Chief Minister Revanth Reddy and Deputy Chief Minister Mallu Bhatti Vikramarka for earning public trust, predicting that this confidence would ensure a Congress victory in the by-election.
Minister Ponnam Prabhakar addressed the gathering separately. He alleged that the BJP and BRS had formed a covert alliance to defeat Congress candidates and urged voters to reject it.
Prabhakar questioned Union Minister and Secunderabad MP G. Kishan Reddy’s contributions to the constituency. He asked what funds Kishan Reddy had brought to Jubilee Hills during his tenure as MP and minister. The remark underscored the opposition’s poor development record.
Several senior Congress leaders participated in the campaign, including Shadnagar MLA K. Shankaraiah, TPCC Working President Mohammad Azharuddin, Sports Authority Chairman Shiva Sena Reddy, ST Corporation Chairman Bellaiah Naik, AICC Secretary Sampath Kumar, Mahila Congress President K. Sunitha Rao, and TPCC General Secretary Bollu Kishan.
