BRS accuses Congress of misusing police and violating poll code in Jubilee Hills by-election
Hyderabad: Bharat Rashtra Samithi (BRS) MLC Dr. Dasoju Sravan has alleged that the Congress government is misusing official machinery and violating the Model Code of Conduct in the Jubilee Hills by-election scheduled for November 11. He claimed that the ruling party, fearing defeat, was attempting to influence the poll outcome through systematic irregularities.
Addressing the media on Saturday, Dr. Sravan said that the BRS had compiled evidence of an organised plan by Congress leaders to manipulate the by-election. He, along with BRS General Secretary R.S. Praveen Kumar and former MLA J. Jeevan Reddy, submitted a representation to the Election Commission of India seeking urgent intervention.

Dr. Sravan accused police and task force officials of acting in collusion with Congress leaders in Jubilee Hills. Instead of ensuring free and fair elections, he alleged, the law-enforcement machinery was being used to intimidate and detain BRS workers. Several party members were reportedly assaulted and threatened, creating fear and obstructing campaign activities.
He also criticised celebrations held on Chief Minister A. Revanth Reddy’s birthday in Erragadda, claiming they violated election norms. Public feasts, cake-cutting, and saree distribution among voters amounted to open bribery, he said. Despite clear evidence of violations, he noted, the Election Commission and senior police officials had not taken corrective action.
According to Dr. Sravan, Congress leaders had brought in bogus voters from other areas and housed them in function halls at Shaikpet, Rahmathnagar, Yousufguda, Erragadda, and Borabanda. Fake voter ID cards were allegedly printed and issued to facilitate rigging on polling day. Local police were accused of supporting these operations and protecting Congress agents.
He said the BRS had identified several regions, including Gulshan Colony, Diamond Hills, Veerat Nagar, and Kohesar Colony, as “sensitive zones”. Nearly 99 percent of polling booths in Rahmathnagar, Erragadda, Borabanda, and Yousufguda were also classified as “extremely sensitive” because of the high possibility of electoral malpractice.
Dr. Sravan further alleged that AIMIM leaders were working with Congress ministers in coordinating these irregularities. He named AIMIM MLA Kausar Moinuddin, MLC Rahmath Baig, and Congress ministers Jupally Krishna Rao and Ponguleti Srinivas Reddy among those involved in fake voter registration and intimidation of BRS agents.
The BRS memorandum submitted to the Election Commission demanded that Congress and AIMIM leaders be barred from entering Jubilee Hills after November 9. It called for the seizure of fake voter IDs, deployment of Central Armed Police Forces (CAPF), and installation of CCTV cameras with live webcasting at all polling stations. The BRS also urged the appointment of women police personnel at booths to verify women voters’ identities.
Dr. Sravan said the misuse of administrative machinery, money, and muscle power posed a serious threat to democracy in Telangana. He urged the Election Commission to invoke its constitutional powers under Article 324 to ensure that the Jubilee Hills by-election was conducted in a free, fair, and impartial manner.
